Power Ministry invoked Electricity Act Section 11 for captive coal plants to sell surplus on exchanges
27 Sept 2026
India’s Ministry of Power issued an order invoking Section 11 of the Electricity Act, 2003, directing captive coal-based generating stations of 50 MW and above to operate at maximum available capacity and offer surplus power (after captive use) for sale through power exchanges. The directions apply from 2026-10-01 to 2026-12-31, and require maintaining adequate coal stock and submitting weekly generation and sale reports to the Central Electricity Authority.
Why it matters
This is a temporary regulatory step to bring more generation into the grid during the October–December high-demand period by making surplus captive power available to the market.
