PPP appraisal panel approved HAM structure for six new rail line projects (646.68 km)

India’s Public-Private-Partnership Appraisal Committee (PPP-AC) approved a revised Hybrid Annuity Model (HAM) structure on 2026-08-01 for six proposed new railway line projects across Odisha, Jharkhand and Telangana totaling 646.68 km. The projects, earlier given in-principle approval on 2026-04-10 under a DBFOT PPP structure, are planned to be developed with about ₹16,000 crore in private funds (total capital cost ₹40,865.90 crore).

Why it matters

HAM approval is a procurement and financing step that can enable these mineral-corridor rail lines to be tendered and built with private participation rather than remaining at the earlier DBFOT proposal stage.
