Census rules broaden eligibility for enumerators to include private teachers and trust/society members

16 Oct 2026

A Registrar General and Census Commissioner of India (RG&CCI) notification published in the official gazette on October 16, 2026 broadened the Census Rules, 1990 category of “any person” eligible to be appointed as Census enumerators, explicitly authorising the appointment of private school teachers and members of institutions, societies and trusts. Previously, enumeration work was mostly carried out by government school teachers and State government officials.

Why it matters

This expands the pool of eligible personnel for Census 2027 enumeration, which an official said requires around 34 lakh enumerators, potentially easing staffing constraints for the exercise.
