Supreme Court orders curbs on digital vehicle services for unpaid e-challans
In an order dated 2026-09-28 in S Rajaseekaran versus Union of India, the Supreme Court directed states/UTs to tighten recovery of unpaid e-challans by barring key digital vehicular services for defaulters. The order includes blocking RC-related services (renewal/duplicate/updates), denying fitness certificates, blacklisting on the Parivahan portal to prevent ownership transfers, and allowing driving licence suspension/non-renewal for repeated violations; it also said PUC centres should not issue PUC certificates to defaulters and vehicles may be impounded during random checks if challans remain unpaid.
If implemented by enforcement agencies, these directions link unpaid fines to essential vehicle services, creating stronger mechanisms to recover penalties and improve compliance.
